چکیده

This paper is a discussion of Census 2000, focusing on planned use of sampling techniques for adjustment. Past experience with similar adjustment methods suggests that the design for Census 2000 is quite risky. Adjustment was the focus of litigation in the census of 1980 and 1990. The planned use of sampling to obtain population counts for apportionment was rejected by the Supreme Court as violating the Census Act. Statistical adjustments for the purpose of redistricting may or may not be constitutional.

The future of census coverage surveys

A quarter-century of statistical research has shown that census coverage surveys, valuable as they are in offering a report card on each decennial census, do not provide usable estimates of geographical differences in coverage. The determining reason is the large number of “doubly missing” people missing both from the census enumeration and from coverage survey estimates. Future coverage survey...

The test sites included two Maryland and three Colorado counties that offered distinct challenges to the enumeration process. The Outcomes Evaluation assessed two enumerat...

The Administrative Records Experiment in 2000: an Application to Population Count Estimation via Triple Systems Estimation

The U.S. Census Bureau has a long trackrecord of efforts to assess the accuracy of decennial census counts, and has, with the help of others, investigated alternatives to traditional census taking such as the use of administrative records. In past censuses and census tests, the Bureau has also used administrative records to supplement traditional counting methods and to explore the possible use...

What information about the U.S. population density would be gained in making this ...

Comparison of Edit and Imputation Procedures for the Question on Hispanic Origin: 1990 Census and Census 2000

Acknowledgments I would like to acknowledge the assistance of Roberto Ramirez who produced most of the statistical tables that were the basis for the empirical analysis in this paper. He spent a great deal of time producing these tables from the detailed 1990, Census 2000, and Census 2000 Supplemental Survey (C2SS) files and these tables were essential to making key points in this paper. I also...
